The failure of the turbine design in the Z-1's was a major blow to the Germanic States Navy that really needed those ships to act as escorts to the big capital ships. Without them the fleet out in the open oceans was hampered by the range of the escorts which had to be the shorter ranged T-50 class till there were enough of the new Z-25 class completed to act as the fleets screen.

The Z-25 class were the largest of the Germanic States destroyers classes. The Z-25's were the next step up from the Z-1's with four twin turrets instead of three. The answer to the turbine failures was to replace those with the high speed diesels the Germanic States had been perfecting. Speed dropped by a couple of knots but the range increased by double. Most of all the engines were reliable. By the end of 1941 many changes to the class had already taken place. The two 5" gunnery directors had been reduced to one radar controlled gunnery director. The after director being removed and replaced with another twin 37mm Bofors mounting. The 37mm Bofors mounting had each received a radar predictor to assist with targeting.

The first six ships were hurried through production with triple shift priorities. This made them available for the great battles to come. In all more than 20 of these ships were completed with another six ships nearing completion at wars end. In 1943 Z-31 received the first three 30mm triple automatic AA mountings with radar controllers. This was a water cooled mounting to keep the barrel from overheating when firing the automatic bursts. The mountings could not be placed just anywhere as they required a shell handling room for the 'endless' belts of 30mm cannon shells.
