When the new aircraft carrier was purchased the Venezuelan Navies next priority was for escorts to protect the new ship. The Carabobo class were to be the close in anti-aircraft escorts. For this duty they were heavily armed with the 5.1" gun in the US twin (5") DP turrets. Lots of 40mm and 20mm light anti-aircraft guns rounded out the armament.

The ships were big for anti-aircraft cruisers when compared to the US and UK ships with similar armaments. Built for long range and high speed to keep up with the new Tachira class aircraft carrier.
