The Viborg class went back to a standard cruiser layout after the previous Gotland class cruiser/carrier combination. It was almost 10 years since the completion of the last of the Jötunheimr class and new improvements added only one 5.9" gun to the armament but made the ship several thousand tons and nearly 80 feet bigger. Most of the space was taken up with the aircraft handling facilities, while a much larger propulsion system was required to raise the maximum speed by three knots.

These were handsome cruisers with large raked funnels and a long forecastle to give warning of the speed and power of the class. The class compared very favourably with the French and Italian cruisers of the same timeline. Further light AA weaponry was added through to 1944 when the class was taken in hand for a complete refit, replacing the light and tertiary armaments from the 3.9" down, with the new fully automatic 100mm and 50mm weapons and matching Radar systems. A new Radar outfit and asdic equipment to run the Snabb torpedo system was also fitted with the old triple torpedo tubes being removed and replaced with four twin Snabb mountings.
