With 4 Q turrets removed from the 4 Brazilian ex-Orion class battleships the main armament for a new ship was available. The Brazilian Admiralty had admired the innovation of the Nelson class and asked for drawings for a fast battleship of a Nelson type armed with the 13.5" guns. What was designed was a 35,000 ton ship with good armour speed and it was the armament that was the ships weakest point.

Built as the fleet flagship their were various extra bits of superstructure to contain the extra accomodation the Admirals staff would require. Although the Brazilians had an aircraft carrier, aircraft handling facilities were fitted to this ship to help out with scouting work.

 

The ships design followed the Esperito Santo with quadruple turrets but as the gun size had increased to 13.5" only 2 were fitted and the layout of the ship ended up quite different though using the same hull. Heavier armour was traded for lower speed. More heavy AA was fitted.
